Depends on how much money you want to spend. Google ads is probably the best. They place your ads on sites all over the internet, depending on the category of your site and how much you’re willing to spend for top listings.
First you would want to determine your target audience.
Then you would market your site to the target audience through community forums and such to tell them about your site, and what you offer.
This would be a start.
